The Ohio State University Police was initially established in 1889 under President William H. Scott. At the time of its establishment, policemen at Ohio State were originally referred to as “watchmen.” According to Board of Trustees reports, the positions of a “day police” and a “night watchman” were introduced in 1909. As a result, the department dedicated to law enforcement was named “The Department of Police and Night Watchmen.” At the end of World War II, Ohio State saw dramatic increases in student enrollment, which called for the increase of law enforcement presence on campus. The first woman officer, Norma Walker, joined the University Police force in 1962. In 1970, the University Police proposed the move to establish a part-time student police position to allow students to gain access to the practice of law enforcement. In that same year, President Fawcett introduced the position of public safety director for the university, which renamed the police force to the Department of Public Safety. In response to the Ohio State campus riots in 1970, the University Police began to enforce tighter security measures to break apart rioters and protests. Because of the riots, the University Police promised the university with more “competent police” in 1971. Throughout 1972 and 1973, the police force met an abundant amount of criticism from the campus community. In 1997, officer Michael Blankenship died of gunshot wounds after being gunned down inside the Wexner Center by shooter Mark Edgerton. Blankenship was the first officer slain in the line of duty on Ohio State’s campus. On September 19, 2012, Ohio State University and the City of Columbus finalized an agreement for joint jurisdiction. In the agreement, the University Police are permitted to respond to crimes or emergencies outside of their jurisdiction, which made response time more efficient and effective. As of 2018, the University Police maintain a strong presence on Ohio State’s campus. The Public Safety Department and University Police regularly host lectures, safety panels, and law enforcement workshops.
