 Historical Note

The Holmes Group was a consortium of 96 research universities with professional education programs founded in the mid-1980s, at a time when many schools were eliminating their schools of education. The group published a number of reports and articles on the topic of teacher education reform, including “Tomorrow’s Teachers” (1986), “Tomorrow’s Schools” (1990), and “Tomorrow’s Schools of Education’ (1995), and “The Rise and Stall of Teacher Education Reform” (1997). The 1997 study concluded that professional education reform was so complicated that further partnership was needed. The Holmes Group became the Homes Partnership, a consortium of organizations representing professional educators, research universities, and public school districts.
