William G. Mixer III (1951-) earned his Bachelors of Science in Education at The Ohio State University in 1975, and his Masters of Public Administration from the University of Wyoming. Mixer attended The Ohio State University during the spring of 1970 when there were student demonstrations on campus; these led to the campus being shut down for 2 weeks in May 1970 following the shooting at Kent State University in Kent, Ohio.

1969 and 1970 were years of great unrest and protest spurred on by the Vietnam War; protests erupted across the United States, including the 1969 "March Against Death" demonstration in Washington, D.C., and the "Days of Rage" demonstrations in Chicago the same year.
