        <bioghist id="ref7">
            <head>Biographical Note</head>
            <p>Elaine Hayden Hairston (born October 28, 1943) was the first female and youngest person ever to be named Chancellor for Academic and Special Programs at the Ohio Board of Regents. She started her career at Ohio State University as a teaching assistant in the Department of Speech and Communications in 1966. Hairston received her bachelors, masters, and PhD from the Ohio State University in the late 1960s. She also was an adjunct assistant professor in the Department of Communications. In 1971, Hairston was named the associate director of Affirmative Action Programs at Ohio State University. In this position, she worked to include women in the university marching band, and to create a childcare center on campus. Hairston saw herself as a "change agent," both at Ohio State University and on the Ohio Board of Regents. Her accomplishments as chancellor included integrating two-year campuses into planning sessions, creating childcare centers at every public college that wanted them, expansion of technical colleges into community colleges, more support for minority and Appalachian students, and the development of OhioLink.</p>
