The Committee on University Courses, Activities and Programs was authorized by the University Faculty on July 19, 1932. University President Novice Fawcett defined the functions of this committee as "to make a study and appraisal of the offerings, activities and programs of the University." This included financial discussions. The committee's final report was issued on June 8, 1933.
