            <abstract id="ref15" label="Abstract">Allen Ripley Foote (1842-1921) was a Union soldier in the American Civil War who became interested in public finance and fiscal policy. He founded the National Tax Association in 1907, and went on to publish over 20 books concerning finances, fiscal conservatism, and other issues. The Allen R. Foote Papers contain a draft of The Public Corporation Revenue Act and other drafts of chapters from volumes written about economic and public policies, dated circa 1895-1903. Topics include monetary commissions, currency and banks, municipal corporations, and the currency reform of Japan. The collection also contains a handwritten note about the United States constitution and a loose page from an essay about currency, dated circa 1880s-1910s.</abstract>

            <head>Biographical Note</head>
            <p>Allen Ripley Foote (1842-1921) was a Union soldier in the American Civil War who became interested in public finance and fiscal policy. He founded the National Tax Association in 1907, a nonprofit organization that advises the government and the public on tax issues. Foote served as the organization’s first president, and went on to publish over 20 books concerning finances, fiscal conservatism, and other issues. He also served as the editor of 
                <emph render="italic">Public Policy</emph> from 1899-1905, a Chicago-based publication that focused on explaining the economics behind common public policies enacted by the United States government.</p>

            <head>Scope and Contents</head>
            <p>The Allen R. Foote Papers contain a draft of The Public Corporation Revenue Act, dated 1903, and other drafts of chapters from volumes written about economic and public policies, dated circa 1895-1900. Topics include state revenue, monetary commissions, currency and banks, municipal corporations, and the currency reform of Japan. The collection also contains a handwritten note about the United States constitution and a loose page from an essay about currency, dated circa 1880s-1910s.</p>
