The Republic of Kenya has had a history of government and business corruption since it gained independence from British colonial rule in 1963. The Kenya Anti-Corruption Commission (KACC) was established in April 2003 to replace the Kenya Anti-Corruption Authority after Parliament enacted two new legislations: the Anti-Corruption and Economic Crimes Act (ACECA) and the Public Officer Ethics Act. The ACECA established offences of corruption and economic crimes, and provided for their investigation and penalties. The Public Officer Ethics Act was passed to define ethical requirements of public officers, including wealth declaration requirements. The KACC was responsible for investigating and preventing corruption and economic crimes, as well as educating the public on the dangers of corruption. In 2011, the KACC was replaced by the Ethics and Anti-Corruption Commission (EACC), when President Mwai Kibaki signed the Ethics and Anti-Corruption Act.
