            <abstract id="ref57" label="Abstract">Philip M. Smith was a polar administrator and glaciologist who worked in Greenland in 1955-1956 and then in Antarctica for Operation Deep Freeze II and International Geophysical Year, 1956-1957. Smith's focus was in tractor-train trailblazing operations, where he experimented with electronic crevasse detection equipment. He also provided administrative coordination of American polar research. The Philip M. Smith Papers, dated circa 1898-1935 and 1954-2013, contains photographs, slides, reports, and artifacts which document Smith's polar regions research administration career, as well as his own fieldwork.</abstract>

            <head>Biographical Note</head>
            <p>While training to be a commissioned Officer in the United States Army, Philip M. Smith received a bachelor's degree in Education (1954) and a Master of Arts (1955) from Ohio State University. In 1955, he petitioned for and was assigned a year-long deployment in Greenland as a glaciologist, where he was tasked with maintaining safe trails for heavy equipment tractor trains, and also conducted research regarding over-ice transportation and snow/ice construction. The following year, United States Navy Rear Admiral George Dufek, then Commander of United States Naval Support Forces in Antarctica, asked Smith to take charge of tractor-train trailblazing operations associated with Deep Freeze II, itself a project in association with the International Geophysical Year (IGY). Smith accepted this administrative role in polar regions in addition to his glaciological research, and spent the months leading up experimenting with state of the art electronic crevasse detection equipment.</p>
            <p>By February 1957, the job was done. Smith went to Washington to assist in planning for the remainder of the 18-month IGY, and soon after, returned to Little America V to conduct field work measuring ice glow and anticlinal uplifts of ice shelves. Following the conclusion of the International Geophysical Year, Smith played a role in coordinating the shifting of resources and creation of new organizations and agencies to take on the responsibility of continuing American polar research. For the remainder of his career, Smith continued field work with the National Academy of Sciences, the National Science Foundation, and other major institutions. Under Presidents Gerald Ford and Jimmy Carter, he served consecutively as Associate Director of the White House Office of Science and Technology Policy for Natural Resources, Energy and Science. Smith died February 16, 2014, at age 81.</p>

            <head>Scope and Contents</head>
            <p>The Philip M. Smith Papers, dated circa 1898-1935 and 1954-2013, contains photographs, slides, postal covers, publications, reports, newspaper clippings, treaties, artifacts, certificates and maps, which document Smith's career in administration of research in the Polar Regions, as well as his own fieldwork. Some of the artifacts and framed prints contain materials such as paintings and signs that predate Smith's career and relate to polar explorers, including British explorers, and to landscapes.</p>
