Biographical Note

Dr. Ned A. Ostenso was a leading geophysicist who served as assistant administrator of the Oceanic and Atmospheric Research Office of the National Oceanic and Atmospheric Administration (NOAA) from 1989 to 1996. Ostenso was born in Fargo, North Dakota, on June 22, 1930, and received his bachelor's degree (1952), master's degree (1953), and doctorate (1962), all in the fields of Geology and Geophysics, from the University of Wisconsin. In 1956, Ned A. Ostenso was chosen as part of the 1957-1959 International Geophysical Year to travel to Byrd station in Marie Byrd Land, Antarctica in order to study glaciers. In 1963, he married Dr. Grace E. Laudon, who at one point served as Staff Director of the United States House of Representatives Subcommittee on Science. While pursuing his education, he served as a Signal Corps Meteorological Officer for the United States Army Arctic Center. Immediately after receiving his Ph.D., he was employed as an Assistant Professor at the same university, where he co-founded its Geophysical and Polar Research Center. From 1966-1976, Dr. Ostenso worked for the US Office of Naval Research (ONR), where he oversaw research projects in physical, biological, geological, and geophysical oceanography and marine engineering. In 1977, he transferred over to the National Oceanic and Atmospheric Administration (NOAA), where he would hold such titles as 'Director of the National Sea Grant College Program', 'Acting Assistant Administrator for Research and Development (later the Office of Oceanic and Atmospheric Research, OAR), 'Director of the Office of Sea Grant and External Programs', and finally, 'Assistant Administrator of the Office of Oceanic and Atmospheric Research'. Dr. Ostenso represented the NOAA in congress, personally advised various US representatives, served on a number of National and International committees, and was a member of countless private organizations dedicated to geological, oceanic, and polar research. His most noted achievements include work on defining the structure of the Arctic Ocean Basin and the nature of the Greenland and Antarctic ice caps. In 1996, he received the American Geophysical Union's Walter E. Smith Medal for "extraordinary service to geophysics". His name is borne by Mount Ostenso, in Antarctica's Sentinel mountain range. He died of cardiac arrest on April 11, 1997, in Washington, DC.
