It consisted of six faculty members from the University Senate and two graduate teaching, research, or administration associates. The committee heard "procedural issues relative to promotion, tenure, and renewal," studied factors affecting academic freedom and made recommendations to the University Senate, and heard and investigated "complaints by individual faculty of alleged infringement on academic freedom." As of 2017, this committee was called a council and still operated in the University Senate.
