    Biographical / Historical Note

Ohio State University's Council of Graduate Students first proposed the model of an ombudsman to the Faculty Council in 1967 as an impartial channel for student, faculty, and staff complaints at the University. The rule to create the ombudsman role was passed by the Faculty Council in 1970. Richard H. Armitage was appointed the University's first ombudsman in November 1970. Later known as University Ombudservices, the office was phased out in 1996 and student cases were referred to the Student Advocacy Center, which opened in 1995.
