All too often, non-native scholars in Japanese linguistics overlook the extensive research being done in Japan itself.
One good source for articles by Japanese scholars in linguistics is this series:

Every year since 1964, the Kokuritsu Kokugo Kenkyūjo has reviewed articles from publications out of Japanese research institutes and universities, selected the best of them and collected facsimiles into 5 bound volumes (plus a supplemental volume when necessary).

For some years, the OSU Library binds the aggregate of the indexes of each volume for that year separately. If you want to browse, these compiled indexes are convenient.
The OSU collection starts at volume 25 (1988). If you find a title that is of interest to you, you have immediate access to the article itself.
CD ROM Index
If you are looking for something specific (i.e. by title, author, keyword, etc.), then using the index search engine is the fastest method:

These (searchable) indexes on CD have been published since Vol. 35. (2000). The updated index for each year contains a complete database for the indexes of all the volumes up to and including that year. So the latest CD (for volume 40, published in 2005) contains the indexes for all the volumes from 1 - 40. The indexes are searchable according to "keyword in title," "author," "keyword in publishing information," or combinations of these.
Search by 「題名」
Interested in articles on accusative case marking in Japanese? A search (in the "title" field) for keyword "「を」" yielded 42 articles out of volumes 1 - 40, from as early as Vol. 1 all the way through Vol. 39.
To be exhaustive, you might want to conduct other searches, using keywords like 「対格」 or 「直接目的語」, for example.
Search by 「執筆者」
A search (in the "author" field) for "益岡隆志" yielded the following results for volumes 1 - 40:

A search (in the "publishing information" field) for "待兼山論叢" (a serial out of Osaka University), yielded 64 articles out of volumes 1 - 40.
Installation
How to use the Nihongogaku ronsetu siryō CD on an English Language Windows operating system:
First, I believe you need to have the "files for East Asian languages" installed. If you suspect that these files aren't already installed, see Using Japanese language on your computer for details on installation.
As for the Nihongogaku ronsetu siryō CD,I recommend copying the whole contents into a folder on your hard drive. The .exec file in the SETUP folder installs the program. Once you’ve installed the program, you will need to set the "Language for non-Unicode programs" to Japanese. Here’s how to get there:
- START > Settings > Control panel > Regional and language options > Advanced
Select “Japanese” from the scroll-down menu for "Language for non-Unicode programs" and click "Apply." There will be a prompt telling you that the new settings won't apply until you restart your computer. Restart, then start the Nihongogaku ronsetu siryō program by clicking the RONSETSU icon. The prompts for accessing the search engine will now appear in Japanese. Select the JAPANESE.TXT source file, and the search engine itself will appear.
