In response to the major pollution incidents, numerous anti-pollution movements took place in the late 1960s and early 1970s. The from the pressure from people, the Japanese government established the Environment Agency (環境庁)in 1971. Eventually, anti-pollution movements transformed to more proactive environmental movements, and began to protest large scale development projects such as building of industrial complex, airports, and dams. Among them in 1970s, the building of the Narita International Airport has been one of the most serious place of conflicts. After 1980s, the building of nuclear power plants are becoming very contentious.
