Proposal for New Technical Services Committee
revised January 21, 1998

In order to reduce the number of meetings and the overlap among current committees, the Processing Discussion Group recommends the formation of a Technical Services Committee (TSC). The TSC would replace PDG, DMSC, and CPAC.

Mission/Purpose:
--To coordinate and document technical services policy review and decision- making.
--To facilitate wide discussion of technical services policy questions among all interested constituencies including public services, Law Library, Health Sciences Library and regional campuses.
--To develop and document procedures for technical services activities which cross departmental lines.
--To more effectively deploy resources to investigate and develop draft policies using experts in the area as well as individuals most directly effected by the subsequent decisions.

Membership:

Assistant Director for Technical Services, chair
Head, Acquisition Department
Head, Cataloging Department
Head, Special Collections Cataloging
Preservation Officer
Representative from the Automation Office
Representative from the Law Library
Representative from the Health Sciences Library
Representative from the Regional Campuses
Representative to the statewide OhioLINK DMSC
One public services representative from a large location library
One public services representative from a small location library, special collection or reading room
Two floating positions from technical services: one from Acquisition, one from Cataloging/Special Collections Cataloging
Each member of the committee and particularly representatives would be expected to serve as a two way communication channel reporting decisions and questions back to their constituencies as well as bringing information and issues to TSC from the groups they represent.

Reporting Line: The TSC would be chaired by the Assistant Director for Technical Services. A vice chair would be appointed as well (beginning in July 1998). Relevant policy decisions would be forwarded to the OhioLINK Steering Committee. Procedural issues would be determined within the committee.

Functionality: The TSC would meet on the second Thurs. of every other month (February, April, June, August, October, December) from 10-11:30. This would coincide with the regional campus meeting 11:30-2:30 and the Faculty Meeting 3:30-5:00 in some months. The meetings would be open to any interested observers. Individuals or working groups would be assigned or formed to address specific topics (volunteer as well as known experts will be solicited). This would improve the current process by utilizing the appropriate experts for each issue. These specific groups would include appropriate constituencies such as public services. The TSC would adopt an agenda and minutes structure similar to that used by DMSC currently.

Communications: The current DMSC listserv would become the listserv for the TSC. The lists for CPAC and PDG would be eliminated. Anyone interested in technical services issues could subscribe to the list. At the beginning of each month, the Assistant Director for Technical Services will make a call for online updates from each area (Acquisition, Cataloging, Special Collections Cataloging, Preservation, Law, Health Sciences, Regional, Automation). These would be brief updates similar to those given verbally in the past at PDG. Issues that arise between meetings would be handled online via e-mail. For example, after initial discussion a working group could be named to investigate the issue and report back no later than the next meeting or sooner online if possible.

Implementation: The TSC would like to begin with the February 12, 1998 meeting. Current public services representatives on PDG, DMSC and CPAC would be welcome at committee meetings in February, April and June. New public services appointments would be made in June in line with this new proposal.
