Technical Services Memorandum
N.S. No. 85-4 June 1985
Newspapers on LCS
All newspapers currently received by the Libraries are to be brief-listed on LCS with a 13-16 digit call (control) number, constructed thusly: NEWS.XX-XX-XX-XX (Country, State [US & USSR], City, Title sequence no.)
Control numbers will be assigned at point of order by the Continuation Acquisition Division. (Retrospective number assignment was done by Larry Perk.) Examples of typical records are shown below.

All permanent holdings of a currently received newspaper, including its microform back files, will also be listed under the NEWS...control number for that specific title.
"Currently received" notes for both paper and microform versions are to be added to the LCS holdings file on receipt of the first issue of a subscription.
A retention note (from the approved list) indicating how long the paper copy is kept may be added. (Locations with online maintenance capability may add locally; others may request through APD).
Full cataloging may be given to a permanently retained newspaper, with the "NEWS..." number retained consistently as the call number.
In summary, an SPS search on LCS of NEWS is intended to retrieve a list of newspapers held by the Libraries. The search may be narrowed to those newspapers from a geographic area by adding the appropriate code or codes, e.g. SPS/NEWS.FR for newspapers from France; SPS/NEWS.FR-PA for newspapers from Paris.
Codes are constructed based on the following guidelines.
- For countries, cities, Soviet states: the first two letters (in romanized form); if two words, the first letter of each word.
- For states of the United States: two-letter codes established by the U.S. Postal Service.
- For title sequence number: the first letter of title, plus one digit.
NOTE: This statement was prepared by Marjorie Adams, Head of the Continuation Acquisition Division, based on planning done with Larry Perk, Head of Special Materials.
