    Latest info on OhioLINK CIRM and CIC budgets, deals, etc. (Bracken)

    The dollar amount required from OSUL to Ohio LINK for next year will depend on what decision the OhioLINK Board makes on the amount of reserve they wish to maintain. Negotiations are ongoing with a major vendor – Wiley. NPR participation for Nature, PAIS Archive, and New York Times digital did not occur. Nature and Pais will be on a pay to play basis, $7,500 and $6,000 respectively. NYT will be a rental basis of $21,800 per year. The Wall Street Journal NPR was also unsuccessful – so that will not be considered. The CIC digital project re Nature is still being discussed.


  1. Serials Cancellation Update

    The percentage cuts will be variable with a cut around 20% for most funds. The LRN and Library Tools databases will have much lower cuts. Discussion ensued re presenting this information to collection managers in lieu of ongoing inflation rates/future cuts and determining new strategies in future.


  2. The monographic "funds at risk" problem. (Marsha and Bracken)

    Marsha asked for input for ways to inform collection managers of the need for conservative spending thoughout the budget year so over-expenditures do not occur from their funds. Information on interpretation of fund reports and management of funds, looking at percentages spent, etc. should be sent out with the initial budget letter to each manager. Important points raised included redoing profiles in light of a flat budget - our "purchasing model is not sustainable"- and aggressively investigating use of virtual GOBI2 where only those items you wish to keep are shipped to you. In summary, CAC seemed interested in pursuing systemic changes rather than training for the current situation. It was noted that HEA and LAW are already using the virtual model. Also training re the budgeting of allocated funds and training for virtual GOBI2 could be combined.


  3. Discussion of "acceptable" percent/dollar increase of serials costs that can be absorbed by central -3 funds, passed on to -4 funds. Trisha suggested that a new process be followed in the case of a serial title’s cost increase of 20% or higher. The collection manager would be notified and required to pay the difference from 4 funds or cancel the title. Discussion of difficulties which now occur because of the overwhelming commitment of serial funds to electronic sources versus print sources followed.


  4. Bracken noted the text of the Draft Library Council Resolution on Cost of Scholarly Publishing which will be discussed at the re-scheduled Collection managers Forum on June 2nd. The agenda for the forum will include an update on serials cancellation, a report on the OhioLINK 5/copy test, the resolution text, virtual online selection, and the suggested 20% serial increase policy.
