Background to changes in allocation of -3 and -4 Funds (Jim Bracken):
- The goal is to provide as much flexibility as possible to collection managers.
- One step in trying to get away from annual "cancellation projects" has been to evaluate each renewal with a significant price increase as it comes due (i.e. cancel as you go).
- OSUL needs to build up a small reserve for whe the University asks for a 5% return of the budgeted amount. Jim is setting aside this amount using tradmark revenues, etc. If not required each year can be allocated as needed.
- S/ER will continue to track inflation for the next year. Any title that is inflated over 10% will go into a spreadsheet.
Budget Allocation Process for FY06 (Trisha Davis, Tschera Connell):
Please read the attached handout from the forum. The remarks below were made in reference to that document:
- Collection managers should have completed their fund spreadsheets by May 1.
- The process of converting from -3 and -4 funds to just one serial fund will require that payments on continuation invoices stop on May 31. Every invoice on had should be paid, but the stopping point will be a little earlier than for other fiscal years so that preparations for the new fund structure can begin before the fiscal close.
- The end of year report will be prepared on June 1.
Serials Cancellation Dollars (Jim):
Dollars saved by the last serials cancellation project were used -
- to cover inflation
- some set aside for OhioLINK
- some set aside for 5% give-back to OSU if required
Not as much was needed as anticipated, so this FY Jim may not need to aside much from the serials budget; he may be able to allocate all of it.
Conversation on the serials budget was stopped so that the group could move on to the second agenda item. Another meeting was promised so that discussion could continue.
Knowledge Bank (Joe Branin and Tom Cetwinski):

- Collection managers/subject specialists need to be involved with encouraging, instructing and tracking involvement in the expertise directory and the Knowledge Bank
- even without all the answers CMs just need to initiate and continue discussions with departmental faculty
- some faculty may be willing to be listed in an inventory, but not to contribute to the Knowledge Bank
- others by actually be anxious to share information
- a web site available which identifies publishers willing to allow articles submitted to their publications to also be added to institutional repositories (http://www.sherpa.ac.uk/romeo.php)
- currently PhD dissertations are required to be submitted to the Knowledge Bank; should probably include Masters theses as well
- Questions:
- what about including OSU publications, esp. association journals?
- which should we push - OSU's or OhioLINK's?
- will there be a packet to share? (Larry Allen currently working on a pamphlet)
- who "selects" or evaluates for inclusion? (setting up "communities" to play this role)
- who is the contact for the Knowledge Bank (Tom Cetwinski is the manager)
- what about DISC? (DISC and the Knowledge Bank now working together)
