CAC Task Force on Funding Formulas

At the 17 August 2005 Collection Managers Forum, I proposed following up on the discussion of the “Formula-Based Allocation” document produced by the Jose Diaz/Graham Walden-co-chaired CAC subcommittee by appointing a “task force” to:
- Establish the amounts of money expended annually on behalf of the University’s academic disciplines and subjects from allocated OSUL funds (not HEA nor LAW), including OSUL-funded OhioLink e-resources
- Identify commonly-used formula criteria most relevant and appropriate to OSUL.
- Test and validate the subject funding formulae used by other large universities with our newly available data; if appropriate, test and evaluate a local formula modified around criteria most relevant to OSUL.
- Run a pilot study of funding for resources in a particular OSUL discipline or subject. There appeared to be consensus among collection managers that this four-part task might provide us with useful information.
By this memo I am asking Marsha Hamilton to lead and direct this CAC group to complete the tasks described above. I am asking other current members of CAC (Meri Meredith, Penny Pearson, and Mary Scott) and a member of the original subcommittee (Sarah Murphy) to work with Marsha. I anticipate that Marsha and the task force may need to enlist the help of (all) other collection managers.

The task force will report its findings to Jim Bracken and CAC. Deadline for the report is February 28, 2006.
