Faculty Hearing Committee
OPERATIONAL GUIDELINES

Purpose

The Faculty Hearing Committee reviews complaints filed against Faculty and acts in accordance with Faculty Rule 3335-5-04(Hearing procedures against regular, regular clinical, and auxiliary Faculty members).

Membership

Service on the Faculty Hearing Committee is a responsibility of all tenured OSUL Faculty.

The Committee has five members. Members are elected by mail ballot, either written or electronic, every two years. The ballot includes the names of all tenured Faculty except the Director and Assistant Directors and current members of the Hearing Committee. Faculty are instructed to vote for twice as many individuals as there are vacancies to be filled. Individuals who receive the most votes are elected to the Committee, and the remaining individuals who receive the most votes serve as Alternates.

Terms of Service

Committee members and Alternates serve four year staggered terms. Committee members may not serve consecutive terms, but Alternates are eligible for election to the Committee at the end of their terms unless they are called to participate in an investigation. If a Committee member cannot complete his/her term, one of the Alternates will replace that member for the duration of the term. If needed, Alternates will be selected by the number of votes received in the election.

Meetings

The Chair will be the continuing member of the Board with the longest Libraries' service. In the event the Chair cannot complete his/her term, or if a conflict of interest arises, the continuing member with the next longest service will serve as Chair. The Committee meets only if a complaint is received in accordance with the procedures outlined in Faculty Rule 3335-5-04.

Responsibilities of the Chair

The Chair is responsible for receiving formal complaints, chairing meetings, participating in investigations, and communicating Committee findings to the Director of Libraries.

Disqualification

Any Committee member who requests, is the object of, or serves as a witness in an investigation is disqualified from serving on the Committee for the duration of that investigation. A Committee member may be disqualified from serving on an investigation if judged by the other Committee members to have a conflict of interest. In the event that a Committee member is disqualified, one of the Alternates will replace that member for the duration of the investigation.
