Calvin and Hobbes: Sunday Pages 1985 - 1995 |

The 2001 Festival of Cartoon Art at the Cartoon Research Library is currently showcasing Bill Watterson's wildly successful comic strip "Calvin and Hobbes". The exhibit is called "Calvin and Hobbes: Sunday Pages 1985 - 1995" and has been on display since September 10. It showcases many original works by Mr. Watterson, alongside promotional materials for the comic, and Calvin and Hobbes books in foreign languages. Be sure to stop by and take a look before the exhibit ends on January 15, 2002. |
Law Alert: Implications from September 11, 2001 |

In the wake of the terrorist attacks on September 11, 2001, many foreign workers, travelers and their employers have raised concerns regarding the potential changes in immigration law and policy, travel procedures, and processing times. In an effort to alleviate some of the concerns and alert those who may be subject to some of the recent changes, we are providing the following information. Every foreign national in the United States, immigrant (permanent resident) or nonimmigrant, is required to carry travel documentation at all times. This law has long been on the books but was seldom enforced. Now it has become one of the primary reasons for stopping and questioning foreign nationals in the United States. For permanent residents, the law regulates that every foreign national, 18 years of age and over, shall at all times carry a certificate of alien registration or alien registration receipt card, also referred to as a "green card." This means that all lawful permanent residents (LPRs) must carry their green card with them. However, LPRs should be able to provide more than one form of identification. Therefore, in addition to one's green card, an LPR should also carry another form of photo identification. Nonimmigrants must have proof of their nonimmigrant status. While a passport and an unexpired Form I-94 are essential, it is also recommended that nonimmigrants carry Form I-797, approval of the nonimmigrants petition. For those seeking to enter the United States on a temporary visa, additional documentation may be necessary as proof of a valid, temporary visa. Students should carry documents confirming identity and legitimate purpose for entry into the United States. One issue that has not been clarified is whether copies of these documents are sufficient to satisfy this regulation or whether the original documents must be carried at all times. We recommend that all clients who are planning to travel carry original documents. This applies to all domestic travel whether by airplane, automobile or other means. For local travel, such as to and from work, school or within a residential area, carrying copies of your passport, Form I-797 or other documentation may be sufficient. However, this is not explicitly stated in any regulation or communication by the government. If you are traveling locally and are stopped with only photocopies of your documentation, we recommend that you inform the officer that you reside nearby and that all original copies of your documentation can be obtained from your residence if needed. Any foreign national who fails to comply with the regulation of carrying documentation at all times could be convicted of a misdemeanor offense, fined up to $100 or imprisoned for up to 30 days. One complication resulting from the attacks, and particular to the state of Ohio, involves Canadian TNs traveling to and from Canada. (TN is a classification for Canadians under the NAFTA Treaty.) Upon reentry to the United States, a few TNs have been informed that they must reapply for TN status. This problem has been brought to the attention of INS and should be resolved soon. One of the implications of the events of September 11 will be the magnification in the level of scrutiny government officials use when investigating violations of status. It is essential that all visa holders be careful not to violate their status either by overstaying their length of authorized stay in the United States or by working without authorization. Violations that have previously been seen as minor infringements may now be viewed as severe infractions. Individuals found to be in violation may face removal and be barred from reentry to the United States. |
