The nominations and recommendations sub-series contains thirteen cubic feet of materials, dated 1975 through 1998, pertaining to individuals seeking Senator Glenn's recommendation for various positions within the federal government and the nomination of individuals to high-level posts in the federal government. Records within the sub-series are divided by type into the headings, Boards and Commissions, Departments and Agencies, Judiciary, Committees, Miscellaneous, U.S. Attorney, and U.S. Marshall. Individual files may include correspondence and memoranda, reports and background materials, resumes, and newspaper clippings.
Materials within the Nominations and Recommendations Sub-series are closed to the public for twenty-five years from the date of the record.
The two cubic feet of boards and commissions files and departments and agencies files relate to the change from a Republican to a Democratic administration due to the election of William Clinton to the White House in 1992. The files contain letters and resumes, dated 1992 to 1994, from individuals asking for Senator Glenn's recommendation and support in their efforts to obtain positions within the Clinton administration on various federal boards and commissions or within a particular federal department or agency. The records are arranged alphabetically by type of board or commission and alphabetically by department and agency.
Over half of the records within the sub-series, some seven cubic feet, pertain to Senator Glenn's nominations and recommendations for judges to fill positions on the two U.S. District Courts in Ohio (Northern District and Southern District) and to the U.S. Sixth Circuit Court of Appeals. The records date from 1976 through 1998, though a large percentage pertain to the 1993 to 1995 time period when turnover and vacancies in the two district courts was unusually high. The judiciary files also contain materials on the confirmation by the U.S. Senate of individuals nominated to the U.S. Supreme Court. Also included are records of the Federal Nominating Commission of Ohio formed in 1976 by Senator Glenn and Senator Howard Metzenbaum to make impartial selections of judges for the two federal district courts in Ohio. This commission existed through the year 1980. In 1995, Senator Glenn and Senator Michael DeWine formed a similar group called the Ohio Judicial Review Commission. Records of this commission are included in the sub-series from its inception up to Senator Glenn's retirement in 1998. The judiciary files are arranged by year, with individual files within a year arranged alphabetically by subject heading.
The three cubic feet of committee files consist of materials on the U.S. Senate confirmations of individuals nominated to cabinet posts and other high-level positions in the federal government. Senator Glenn compiled records on the various nominations whose jurisdiction fell within the five committees he served on during his four terms in the U.S. Senate. These committees are the Armed Services Committee, Foreign Relations Committee, Governmental Affairs, Select Committee on Intelligence, and Special Committee on Aging. Most of the files are on individuals nominated as secretaries to cabinet level departments, though also included are files on individuals nominated to some second tier directorships. The Foreign Relations Committee files contain records of nominations to ambassadorships and the Armed Services Committee files contain records on the promotion of officers to general grade. The files are arranged by committee name with folders within a particular committee arranged alphabetically by the nominee's name.
The miscellaneous files contain a series of alphabetically arranged folders for general recommendations to the White House dating from 1997 to 1998. This series is included as a sampling of the requests received by Senator Glenn for such recommendations during one congressional session. Also included in the miscellaneous files are various records on Senate confirmations of individual nominations whose jurisdiction fell outside the five committees on which Senator Glenn served. These files are arranged alphabetically by the nominee's name.
Included in the sub-series are one and one-half cubic feet of records compiled on individuals requesting or receiving Senator Glenn's recommendation for the offices of U.S. Attorney and U.S. Marshall for both the Southern and Northern Districts in Ohio. Most of the records are within the 1992 to 1994 time period and are reflective of the change in administration after the 1992 presidential elections.
